If I try to send a private message and it stays in my outbox and does not appear in my sent box, does that mean it hasn't gone to my intended recipient. TOOTS may not have received my message if that is the case. What is the difference between OUTBOX and SENTBOX?
OUTBOX means your correspondent has not yet read the message : he didn't open his PM box since you sent your message.
SENTBOX means your correspondant has been notified and has opened his PM box since you sent your message (thus he probably read it).
